1) Energize Eastside is Not Needed

Dear Hearing Examiner,

I urge you to reject PSE’s application to build Energize Eastside because it is not needed.

PSE claims that Energize Eastside will address an “identified deficiency in transmission capacity.” (City Staff Report page 8) However, Energize Eastside is not needed to provide the Eastside with reliable electricity. For many years, PSE has refused all requests to provide historical data that demonstrates growing demand for electricity. PSE relies on an outdated forecast based on trends that have been proven incorrect. Furthermore, this project will do nothing to improve the most common cause of power outages experienced by ratepayers: downed lines during winter storms.

2) Energize Eastside will not improve reliability

Dear Hearing Examiner,

I urge you to reject PSE’s application to build Energize Eastside because it will not improve reliability.

PSE claims this project must be built to “meet federal, state and local regulatory requirements.” (City Staff Report page 8) However, the company exaggerates the conditions under which it is required to provide reliable electricity, insisting it must facilitate large amounts of electricity to Canada or California even when the Eastside is experiencing extreme conditions, such as exceptionally cold weather and many simultaneous equipment failures.

3) There are better alternatives than a Transmission Line

Subject: Bellevue PSE project / Energize Eastside

Dear Hearing Examiner,

I urge you to reject PSE’s application to build Energize Eastside because there are better solutions.

PSE claims that Energize Eastside is “a solution that can be feasibly implemented before system reliability is impaired” at a “reasonable project cost.” (City Staff Report page 8) Even if demand for electricity should increase, Energize Eastside would not be the best solution. PSE has not fairly evaluated solutions that would deliver better reliability at lower cost. In the past five years, utilities nationwide have opted to address demand and reliability needs using combinations of battery storage, demand response, electrical efficiency, and distributed energy resources. These technologies add capacity incrementally, making them a feasible and cost-effective choice with fewer negative community and environmental impacts.

4) Energize Eastside is environmentally destructive

Bellevue is a recognized leader in technological innovation in one of the most beautiful settings in the world. Energize Eastside does not serve our community values and aspirations.
